Outputs and Results

SPARA's main focus was to improve the level of innovation at public service airports in the Northern Periphery & Arctic Area, with results replicable across other remote and peripheral airports in Europe and beyond. The aim was to increase the self-sufficiency and resilience of small airports to ensure that these lifeline transport connections remain open longterm and available to local residents dependent on their services.

4 New Non-Aeronautical Services Developed

These projects show what can be developed at remote & peripheral airports to identify other uses of an airport space, diversifying income and improve passenger experience.

A Business Case Report for a Remote Tower Business Model

This report recommends the business case for developing a remote tower at remote & peripheral airports, looking at case studies and addressing new technology-driven solutions for public service provision in remote areas.

Remote Check-In and Security Products

This report reviews the potential for remote check-in and security at remote and peripheral airports to assist with cost savings and improve efficiency. The concept is very innovative and the report highlights research conducted to-date. The project focused on security at airports and how different tasks within the security area can be carried out more efficiently and/or cost effectively. Given the current technology and regulation framework, the x-ray operator is a function that could be carried out in a more efficient manner. Airports face challenges with personnel costs & training costs for x-ray operators at the airport, as well as the availability of certified x-ray operators. Regulations stipulate high demands on x-ray operators in terms of certification, image evaluation performance (threat identification), and concurrent training. A solution to these challenges could be to setup a system that makes it possible to send x-ray images from one airport to another, or image evaluation centre. This would make it possible to remotely interpret x-ray images and hence solve some or all of the challenges mentioned above. The outcomes were intended to verify the technical solution to send and interpret x-ray images from another airport, identify routines needed to operate such a system between airports, and to verify if there is a cost reduction for different airports depending on their unique possibilities and limitations.

Report on the Business Case for Airport Collaborative Decision Making Systems at NPA Airports

This is a very expensive system and is normally developed with larger airports in mind. This output sets out an important initial report on how this technology can be scaled down and of benefit to NPA remote and peripheral airports.

2 New Airport Collaborative Decision Making Systems at NPA Airports

These new ACDM systems will be based on the previous report on the business case for ACDM at smaller airports, taking on two pilot actions based on the recommendations.

Technological Future Scoping and Strategic Plan for NPA Airports

This report examines potential demands and will be presented to stakeholders and industry to begin planning for future technological challenges and opportunities.

2 Strategy Templates for Stakeholder & Public Engagement Strategies

These templates represent new tools for airports to inform their stakeholder and public engagement.

2 Best Practice Worksheets for Engaging Social Media and for Exploiting Off Peak Airport Spaces

These worksheets represent new tools for social media and peak airport space exploitation.

Information Worksheet on Social and Cultural Capital

This worksheet represents new tools for social and cultural capital exploitation.

Methodological Toolkit for credible accurate remote & peripheral aviation impact studies

This toolkit is designed to act as an enabler for airports to put forward their arguments in a policy context and also to understand the wider social, cultural and economic impact they are having.

Benchmarking Report

Built upon earlier Norwegian, Swedish and Icelandic work, this report provides a snapshot of various airport performance variables, identifying cost-saving initiatives and best practice across the region.
